John Ogan

Professional Experience

John focuses his practice at Karnopp Petersen LLP on Federal Indian law and Environmental and Natural Resources law. He represents clients in regulatory proceedings, litigation, government consultations and complex negotiations.  The firm has a long history of representing Indian tribes, and in serving those clients, John has extensive experience with treaty fishing and hunting rights issues, the Endangered Species Act, Indian water issues, and knowledge of how to navigate the federal and state natural resources legal framework in the Northwest.  John represents tribal clients in the ongoing landmark United States v. Oregon and United States v. Washington federal court treaty fishing rights cases.  John assisted a tribal client in negotiating the historic Columbia River Fish Accords that resolved longstanding disagreements with the federal agencies that own and operate the federal Columbia River hydrosystem. John also works with landowners and land managers in addressing their Endangered Species Act concerns. Before becoming a partner at Karnopp Petersen, John spent seven years as Senior Counsel for the Northwest Power and Conservation Council, and prior to that, practiced in the Yakima Valley assisting the Yakama Nation meet its natural resources objectives. Prior to starting his legal career, John spent several years working as a fisheries biologist for the state of Oregon
